Can I still process "old materials" that I purchased from my PSA?
“Old” Adult tests are no longer accepted for processing. These “Old” tests are not reusable and out-of-date. They can be easily identified as they are the ones where candidates fill out their contact information and test answers directly in the test booklet.
“New” Adult tests are reusable. Candidates fill out their contact information and test answers on a form titled “Pleasure Craft Operator Card Application.”
“Old” Youth tests are still acceptable. These changes do not affect the processing of the “old” Youth tests.
How do I order with the new direct system?
In the new system, you get to order directly from our supplier, TruCash Rewards. Be sure that your instructor fees for this year are paid for the current calendar year. Only current instructors will be able to purchase materials. Then complete and mail in the Visa or MasterCard authorization form (available for download by clicking here).
With the new systems, what do I send to process cards for my students?
Since the new exam booklets are re-usable, instructors only need to send in the top copy of answer sheet/application forms to the card fulfillment house. Keep one copy of the application form for your records. Give the last copy of the application for to the student as temporary proof until the card arrives. You also need to send the Card Processing Confirmation Form (you will receive this with materials purchased).
I heard police need the database to enforce these regulations.
No. No database is needed for enforcement. In an amendment as of January 23, 2003, police officers have the right to stop a vessel, ask to see suitable identification and can ask to see the operator's PCOC Card. Fines start at $250 for not having your card on board.
Are youth and child exams still available?
Yes, the Youth and child exams are available to order on-line. To differentiate these exams that are obtained through the fulfillment house, (instead of older materials purchased through your PSA) these will have a blue CYA stamp next to the serial number, on the exam cover.
Since these exams issued by the Coast Guard are not compatible with the layover style marking sheet, they are not a re-usable style booklet. Please attach the exam coverpage to the application page, and send with exam processing fee as well as card processing fee.
How can a student get a replacement card?
A form is available on the website for changes to card holder information. It may be processed by the instructor or PSA by sending the form direct to the fulfillment house with the card processing fee.
What if a student receives a card with an error on it?
The person may use the "changes to card holder information" form, or contact the PSA or CYA.
What if a student has not received a card for a test completed more than 60 days prior?
Please contact your Provincial Sailing Association office. The PSA receives a list of all Tests and Cards issued in their province in the previous month.
